OHS&E\SAFETY PROCEDURES

IMPLEMENTATION GUIDELINES

Introduction

This procedure provides a framework for the planning, implementation and improvement of Safety Health and Environment (SH&E) Management Plan and associated documentation.

All project specific SH&E Management Plans shall reference and comply with the Client’s project safety programme which includes Policies, Procedures, Safe Work Standards and any specific reporting requirements.

Project specific SH&E Management Plans shall be tailored to include site location and site statutory requirements (eg. Worksafe), and will have the capacity to undertake risk assessments against project activities and milestones.

Preparation

Preparation will include an evaluation of the project work scope, the work site conditions and the relevant SH&E requirements as defined by the Client.

The following areas are considered import elements in understanding the overall Safety Management Procedure:

Review of SH&E considerations and conditions
Assess conceptual risk and hazards in the project Scope of Work
Assess the state legislative impacts and requirements
Determine requirements for SH&E reporting
Review SH&E resources (Safety Advisor, Medical support etc).

Planning

Planning of the project safety performance will take into consideration the Client’s SH&E deliverable’s throughout the project.

The following areas will be considered as important elements in the planning process:

Review of project scope of work and risk/hazard assessment
Site/Location Conditions
Contract performance objectives and commitment
Safety resources
Contractor and Subcontractor selection
Contractor and Subcontractor SH&E submission components

Implementation

The implementation stage establishes:

Clear lines of communication with the Client, the Integrated Project Management Team and Site Contractor and Subcontractor personnel,
The critical safety elements of the project in accordance with the project SH&E Management Plan, including any additional statutory authority and Clients site safety requirements.

Implementation includes the following:

Risk Assessment
Identification of Hazards
Safety and Health Management Plan
Site Safety Inductions
Emergency Response Plan
On-site Safety Administration

Improvement

The Improvement stage is to ensure a continuous improvement process is implemented during the project life. This will address auditing responsibilities and the review of site based safety systems as follows;

Formal Safety Audits
Introduction of a Site Safety Committee
Employee Surveys
